  No.  The 1.6.5 version of Cistron supports L2TP.  FreeRADIUS will
(soon, hopefully) steal that code, and integrate it.

  See The Cistron radius server.  If you can come up with a patch to
add the Cistron L2TP code into FreeRADIUS, then it will be integrated
all that much sooner.
