It is an older error message. You should upgrade your version to at
least 0.2 or the latest CVS snapshot. Both a available on the website.

Client doesn't care/know why it was rejected. You could return a
Reply-Message, but that's about it.

If you mean cisco VSA ( Vendor Specific Attributes ), yes it does.
You'll need to make sure the appropriate line in your 'raddb/dictionary'
file is uncommented to make sure they are enabled.
