Login-Time is a server control attribute, and MUST go on the first
line, with the other check items. If you had run the server in
debugging mode, you would have seen an error message saying so.

ALWAYS run the server in debugging mode, and read it's output. You
would have seen the above error message.
I literally CANNOT stress that enough! A large number of questions
on the list can be answered by running the server in debugging mode,
and reading it's output. That's what debugging mode is for!
