  I've changed the default 'configure' script to initialize it so that
it now only drops privelidges if no /etc/shadow file exists.  If there
is a shadow file, the 'user' and 'group' items in radiusd.conf are
left as root.

  I was originally expecting that people would *read* the radiusd.conf
file, and edit the various items for their system.  That's why there
are lots of comments in the file, with instructions for local
configurations.

  I guess I was wrong.
