  There appears to be a bug in the server.  The only problem is, I
can't reproduce it locally.

  What's you're configuration?  i.e. What parameters did you pass to
the 'configure' script?  What does your 'radiusd.conf' file look like?
Are you proxying?

  Other people have run into this recently, but other than saying "it
doesn't work", there's been no further information.
