First, give 0.4 a whirl. It is out and available now.
Second, what do you mean by a REJECT message is not being generated for
messages that time out? Are you proxying to another server and not
receiving a response? Do you have a slow authentication module? I'm
not sure what you are doing, so it's hard to say whether the server is
supposed generate a REJECT or not.
