  You'll have to ask an Oracle/SQL person that.  Designing SQL tables
has nothing to do with RADIUS.

  Once you've got the tables designed, the SQL queries should be
obvious.

  I would suggest hiring an SQL contracter to design the tables, and
create the queries.  For an experienced SQL person, it shouldn't take
more than a day or two.
