  Yes, that's how the DEFAULT realm works.

  The problem is, if all of the realms are marked 'dead', just what do
you do with those requests?  Drop them on the floor?

  It should be easy to hack something together.  If you're looking for
a realm, and have found a dead one, don't fall through to the DEFAULT.
