Agreed, VERY bad.  So I was suggesting that local additions need to be
in dictionary.local, which dictionary includes.  However, I guess that
wouldn't cover deletions from a dictionary file.  I'm not savvy enough to
know if deletions are an issue.

OK, that sounds reasonable.  But I thought the above might make it
easier.  Maybe 'make install' could create a numbered backup of existing
dictionary files that are different?

Anyway, it's not worth looking at if you want to assume folks running
freeradius are competent and can follow instructions. :-)
