To all that aren't seeing a radutmp file:

I was having the same problem while testing with radtest and NTRadPing, no
radutmp or radwtmp even though they were listed in my config. WELL, I just
did a real life test and dialed in with a modem to a PortMaster, and presto,
radutmp and radwtmp both showed up :) So, I'd make sure you do a real life
test before you go and try to take apart FreeRADIUS to see why it's not
generating these files. In my case, the real life test made everything work
as expected.

As a side note, I also installed and configured the dialup_admin scripts.
VERY NICE! Good job to whoever is responsible for them!
