After some more checking I see that I was mistaken. Despite the noop from preprocess, the cisco_vsa_hack routine is entered. It is just not doing anything. Now I have to find out why. I am assuming that this routine should strip off the names and equal signs from the values sent by cisco before freeradius loads them into the database.
