If you put Fall through = Yes on each of your users and then put the DEFAULTS below them in the users file, the DEFAULT will override what you have set per user. You might want to check out "man 5 users" for the proper usage of "==", ":=" in this instance!
If you have your users in mysql/postgresql? You could put the users in the sql table and then the Defaults in the users file and then have the users file parsed after the sql tables.
