It probably does, but not in the way you expect it to.

Framed-route is usually meant to route a subnet *to* the user. It's
used to route packets from the internet to the user, not the other
way around.

Some NASes have support for what you want it to do, but they
use a vendor-specific attribute for this, not framed-route.
For example, the Portmaster4 has an attribute called LE-IP-Gateway
for this purpose.
