I'm curious if your server will even resolve the name of the ldap
server.  Is the ldap server local to the machine with freeradius?

Have you tried this on another platform to see whether its 
FreeRADIUS+LDAP+Solaris, or
FreeRADIUS+LDAP?

I'd be curious about this, before I even think about looking at the 
LDAP client code.
