In fact Freeradius does all the things you are asking for.
Authentication, accounting and keeping track of who is logged in.

>From the radius Protokol you must send a specific packet from the NAS to the
radius server for accounting.
This has nothing to do with authorisation. The NAS can even send the
Accounting packet to a totally different
server. But the Radius authorisation server will never send a packet to any
accounting server.

This is mostly due to the reason that the accounting log needs information
like the amount of data transfered
and the exact session time. This can differ from the time the NAS informs
the authorisation server about login logout.

So look in your NASes configuration for the accounting section and tell the
NAS to do accounting to the same Radius
server. After this you activate accountig in the accounting section to some
medium like file or PostgreSQL DB. That's all.
