Wait, you're right after all, ftp.radius.cistron.nl is a CNAME
for ftp.freeradius.org.

So ftp://ftp.radius.cistron.nl/pub/radius/ is exactly the same
as ftp://ftp.freeradius.org/pub/radius/

That is ftp.freeradius.org. ftp.cistron.nl is another server, it
has IP address 62.216.29.36. I just tested it from 2 different
continents and it is reachable just fine.

To recoup:

ftp://ftp.cistron.nl/pub/people/miquels/radius/
ftp://ftp.freeradius.org/pub/radius/
ftp://ftp.radius.cistron.nl/pub/radius/

Are all up and reachable from Europe and the USA.

If you can't reach one or more of those, take it to your ISP.
And let me know, ofcourse, I'm always interested. Especially
traceroute output would be interesting.
