Not quite what you're asking for, but it is possible to tell your
RADIUS servers to fall-back to the other server's database. That would
maximise your redundancy, so that if one RADIUS server and the other
database fall over, you can still operate.

It would certainly solve your problem, as I understand it.
Take a look at configurable_failover in the documentation directory
(docs in the source tarball, or whereever the package chooses to
put it if you just installed RPMs)
