What you wanted was impossible up until the last statement :)  You don't
set up EAP auth in the APs, you set up MAC authentication.  In other
words (AP-2000 speak), your Security Config is "None" and MAC
Authentication is enabled.  Then you can just allow all usernames and
use the accounting.
