Also just had a look through the source for the conflicting packet error and
found the following comment:
/*
* The current request isn't finished, which
* means that the NAS sent us a new packet, while
* we were waiting for a proxy response.
*
* In that case, it doesn't matter if the vectors
* are the same, as deleting the un-finished request
* would mean that the (eventual) proxy response would
* be associated with the wrong NAS request.
*/
which I would guess shouldn't occur as I have proxying disabled in the radius config
and the include line commented out also.
