Ok, thanks. I used to use Cistron Radius and never had this problem - or
never noticed it until we replaced Cistron with FreeRadius.

That's the way it's supposed to work. The home server decides if
it's really steve, and you decide what to let steve do.
The simplest way to stop this is to edit proxy.conf, and set:
post_proxy_authorize = no
You'll then need a "post-proxy" entry, to give the users response
attributes appropriate for your system.
