This, from the OpenSSL FAQ "... you MUST ensure that you do not overwrite the openssl that is in /usr/bin on your Red Hat machine" and advice in other HOWTOs are my why I installed to an alternate directory. I tried ./configure --with-experimental-modules --with-openssl-includes=/usr/local/openssl/include/openssl --with-openssl-libraries=/usr/local/openssl/lib which is apparently not sufficient to "link" FreeRADIUS to the right stuff. I'm not above blowing away this Red Hat server and starting over with Slack, but I've a good deal of sweat equity in the current setup and would sincerely like to avoid doing that.
