how set a variable using another one from a different module

hi folks,
cannot understand how configure radiusd.conf in order to:

modules {
        mod_foo {
                foo= "hello world!"
        }

        mod_bar {
                bar = $foo
                }
        }


I tried without success 
1) bar = ${mod_foo.foo}
2) bar = foo.${bar}.

Any hints?
