in your log below you can see that radiusd is sending an access accept. so, anything is fine for the radius server. since this is the case, i think your problem is unrelated to FR... also, this config has been set up and discussed several times over the list...
i think i can help you with your EAP/TLS, CiscoAP, etc. issues directly, if you want. as i said, it works here since quite a while. so mail me directly and explain the problem if you want.
