I cant understand why Local - eap works and LDAP - eap dont ...

You should upgrade to 0.9.3. The problem you're seeing will still exist, but others will be solved.
My vendor send me a patch for solve a state.c and Extreme size of incompatibility (maybe that patch already has been posted here for someone)
This is fixed in the latest CVS snapshot.
I'm disappointed that many, many vendors chose to not support a State attribute of any length.
