That sounds entirely possible.

I don't know the current state of WiFi boxen and their functionality.
I'm willing to wager that any that do are painfully expensive. My
personal theory on wireless authentication would be to get the cheapest
possible AP, put it in bridge mode, and use "something else" for auth.
But, its only theory.

FreeRADIUS will do what it does, and do so very well. You might want to
look at nocatauth, http://nocat.net/. It provides capture and release
style access via HTML. It can use, amongst others, RADIUS for its auth
db.
