  Which is explained in the comments for the "user" and "group"
configuration items in "radiusd.conf".

  By default, the server DOES NOT change uid's.  So you edited the
configuration to change to uid "radius", but ignored the documentation
about those configuration entries.

  That is generally bad practice, as you have discovered.
