I run three RADIUS servers on our Intranet. If you don't use dynamic passwords, RADIUS database is just static data, which you replicate to all the servers upon each modification.
Heartbeat is a HA solution with one IP address. If you can specify more than one RADIUS server (IP address) in your NAS (which is usually the case), you don't really need such a solution.
