  I don't understand why everyone thinks that only the last 10 lines
of the debug output matter.

  What that message says is that there was a PREVIOUS reason for
rejecting the user.  The client tried AGAIN to authenticate in the
same PEAP session, and the server is saying "no, I already told you to
NO".

  Please read the REST of the debug output, especially any and all
messages talking about errors, or users being rejected.
