  FreeRADIUS doesn't do DHCP.

  Probably.  You can't have 2 systems handing out IP addresses.

  What kind of effect are you looking for?

  FreeRADIUS will hand out IP addresses, and the Cisco box will give
them to the client.  There isn't much else to the process.
