I haven't read the below documents (I can't read Portugese) but for
my bandwith-limiting setup I created a local config attribute which
is filled in by mySQL, and put an rlm_exec instance in my post-auth,
calling a script with the appropriate tc command to create a filter,
the classes and qdiscs having already been setup with hashtables as
described in the LARTC HOW-TO.

I don't know how it interacts with PPPoE though, we're talking to a
Unisphere ERX which does the PPPoE termination for us.
