I suggest you go back and review how RADIUS works.
RADIUS never talks to the end-user directly.
The RADIUS client is the Network Access Server.
Its a matter of configuration what your Frame Protocol is, if you even 
have one.

PPPoE is still using PPP frames. That's the point -- Ethernet doesn't 
provide the frames for handling AAA info itself, but PPP does.
