Is it the cable modem or the CMTS that would be the RADIUS client? I would have thought the latter. Either way, if they are standards compliant RADIUS clients, then yes, FreeRADIUS can help. Depending upon the vendor of your CMTS/Cable Modems, you may have to write a vendor dictionary but that's relatively straight forward. The format is easily copied from other files.
