  Active Directory is not a RADIUS server.

  You've got the terminology all wrong.  Until you correct it, you
won't be able tyo solve your problems.

  FreeRADIUS can do authentication to a Windows domain via ntlm_auth.
It's not quite the same thing, but it's close.
