If the 'radutmp' and 'radutmp sradutmp' sections ar completely commented, the radius server wouldn't start. If only the content of these modules are commented then anyway, the logs are written to all three files. Any other idea?
Providing debugging output might help in providing you answers instead of having to guess what you're doing wrong!
I guess what you did was comment them out in the modules section, and so the server doesn't find the config for a module you're trying to access in the accounting (or any other) section!
