I am new to freeradius-users-lists, however, what I need to know is how to set
the Expiration time for dialup-users with reference to the users AcctStartTime
(i.e. Account First Login).

Read doc/rlm_expiration (in latest CVS i think). Either use the post_auth query (or even the accounting_start query) in rlm_sql to set Expiration, or if you want something more configurable, use rlm_perl/rlm_python.
