He's probably using the Roaring Penguin pppoe-server, with pppd and the pppd-radius and pppoe plugins.

From the scarce logs that are provided, it looks like the radius module
loads into pppd okay, but gets no further. I suggest inserting 'debug' and 'logfile /tmp/debuglog' into /etc/ppp/pppoe-server-options, and posting the '/tmp/logfile' file to the comp.protocols.ppp newsgroup, together with /etc/ppp/pppoe-server-options and /etc/ppp/options.
