I just did this..
Look for this section:

# The chap module will set 'Auth-Type := CHAP' if we are
# handling a CHAP request and Auth-Type has not already been set
chap
##################
Just comment out the chap, make sure to put it back when you are done with
accept all setup.
Works for me!

Due to a huge glitch in my db cluster I need to send an access accept to
all requests. An entry like
DEFAULT Auth-Type := Accept
in the users file doesn't seem to allow chap users to authenticate. How
can I allow this?
