It's a known problem. Nobody has managed to build the modules rlm_eap_peap and rlm_eap_ttls on Debian. See bug #335890 on the Debian BTS. http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=335890 It will be fixed in version 1.1.1.
