Hi Alan, I am not sure if this is even remotely relevant but rlm_x99_token has been renamed to rlm_otp, I think. Try --without-rlm_otp and see if that helps.
I've also been unable to compile FR 1.1.1 using the same parameters as I used in 1.1.0 but my problems appear to be similar to those with issues in libeap (not the same as yours).
