See http://www.freeradius.org/list/users.html After much googling I found my problem. juser Auth-Type := Local, Crypt-Password == "H25nfgL4rCxBY" needed to be changed to juser Auth-Type := Crypt-Local, Crypt-Password == "H25nfgL4rCxBY" Once I made that change authentication was happening again.
