PPP+RADIUS does not work the same as DHCP. You assign an IP address at the 
start of a session and the device keeps that IP for the length of the 
session. If you want it to change IPs you have to either set a session 
timeout or manually kill the session (From the NAS) to force the user to 
reconnect and request a new IP. You may then assign the same or different IP 
address depending on your RADIUS config.
