Thanx - But I beleive that my biggest problem is that I am using PHP5
not PHP4 and If I install PHP4 it breaks other packages I have that
depend on PHP5.

I am running ubuntu 6.06, I have apache2, PHP5, and MySql installed.
I ran the following command to install freeradius:
