I think by default, Fedora has a pretty aggressive firewall. Open up the ports 1812 1813 tcp and udp. (For testing purposes ONLY, you can disable the firewall) Also check what the status of SELinux is in Fedora - List info/subscribe/unsubscribe? See http://www.freeradius.org/list/users.html
