hi, you seem to be using the system auth. if you dont want to use that (and i'm sure you dont) remove the line from users that is matching it. looks possible something like
DEFAULT Auth-Type := System alan - List info/subscribe/unsubscribe? See http://www.freeradius.org/list/users.html
