I tried the latest snapshot freeradius-server-snapshot-20080130.tar.bz2 but this has the same problem.

The solution is in CVS. Grab the latest version of src/lib/valuepair.c, and it will be fixed. The file will work in 2.0.1 (if you re-build from source), or you can just install from CVS.
