Yes you can... But for some reason the EAP sub-option wasn't coming up on the Vista Machine, I was looking at as I was writing that paragraph .... Sorry.
It's a graphical bug; On Vista, the Select Authentication Method Pull Down is only one option long, so it appears as if there's only the PAP option.
