  Because it doesn't.  It's hard to do right.  And no, Apache doesn't handle
HUP, either.  It just *looks* like it handles HUP.  It really re-starts
itself from scratch.

  If you need FreeRADIUS to reload the configuration files, then stop &&
re-start it.
