so long as the correct user (radius?) exists, all you need to do
is

chown -R radius:radius /path/to/raddb

run radiusd - the first time you run it, it will generate the certs,
then chown -R radius:radius path/to/raddb   again

64 bit eh? keep us up to date with any quirks you might find.
