Sounds like something is already using the port. You need to find out what it is and stop it. Check /etc/rc.d/rc3.d and see if there are two links to radius servers. Could be the first one is being started and the second instance fails because the port was bound. concerned, I do not recall if the first time I started the service if I was logged in as root or if it was by using the radiusd -X command.
