Please do NOT include entire mail digest content in your mail. It's
unnecessary, waste network bandwidth, and prevents other from seeing
the point.

Try "netstat -anp | grep 1812". It should print what program is using that port.

I did what you say and here is the result:
la...@lauwk-desktop:~$ sudo netstat -anp | grep 1812
[sudo] password for lauwk:
udp 0 0 0.0.0.0:1812 0.0.0.0:*
1505/freeradius
